Based on the global My JMDI Toolbox on Migration and Local Development, this Philippines-specific tool provides a clear step-by-step guide and process to assist local government units (LGUs) in the Philippines to mainstream migration into local development plans, including how to plan, develop and fund projects and build capacities of local actors.

The M&SD Mainstreaming Guide primarily aims to help the local governments of CALABARZON (Laguna, Batangas, Cavite, Rizal and Quezon) in integrating M&SD into their local planning, and provide them with a sample menu of services that their localities can provide for the migrants and their families. It also provides pertinent information on international migration, issues of migrants and the national government agencies involved in M&SD initiatives so the LGUs could link up with them.

It serves as a practical reference to essential steps in building local institutional capacities and working towards multi-sector engagement. Individuals who decide to migrate often make the decision to do so because they are influenced by the situation at home and in their communities. Local authorities, through plans, policies, programmes, services and activities, are in the best position to influence the situation closer to the ground. They are in a position to create an environment where everyone can thrive, contribute to local communities and grow their own skills and aspirations - including potential migrants and returning migrants.
