Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
General Functions: Under the overall supervision of the Chief of Mission, and the direct supervision of the Emergency Project Manager, the successful candidate will be responsible for assisting IOM operations and developing projects/programmes and generating related reports in Emergency and Post-Crisis (EPC) Unit activities.
In particular he/she will: Programme Development 1. Develop assessments and surveys to collect information about determined humanitarian and recovery needs in ongoing and/or future areas of operation. 2. Work with EPC field and other relevant staff to design programme interventions based on identified needs and gaps. 3. Identify opportunities for funding by liaising with IOM/headquarters and donors. 4. In coordination with the IOM Mission to Yemen, IOM Regional Mission, IOM HQ, develop project proposals for timely donors submission, ensuring coordination with national stakeholders as required. 5. In close coordination with the EPC and resource management, support budget design for new and ongoing projects. 6. Contribute to fund mobilization efforts by interacting with in-country and regional donor community. Reporting 7. Manage EPC Yemen’s reporting requirements as advised by the Emergency Coordinator. 8. Collect and collate information from field staff to document programme successes and challenges, and report the same to management and donors as appropriate. 9. Assist in the preparation of briefs and comprehensive reports to ensure timely dissemination of information on the impact of the crisis on various sectors to the donor community, UN agencies, NGOs involved in relief and early rehabilitation activities. 10. Increase EPC staff capacity to report on programme activities and accurate document efforts and train field staff and implementing partners on communication strategies to enhance their community engagement and general programming. 11. Develop regular press releases for local media outlets and IOM HQ’s MPI ad share with IOM’s Media and Public Information Unit, and other national media outlets.
12. Create communication materials to promote IOM Yemen’s EPC activities, targeting also rural populations. Other 13. Support EPC programme implementation, as needed, based on needs. 14. Liaise with UN system agencies, government officials, donor representatives, national, regional and international institutions and NGOs, partners and stakeholders, on emergency response. 15. Represent IOM at interagency and other fora in matters related to IOM’s emergency and rehabilitation programmes in order to develop new projects and programmes and to promote IOM’s activities and image. 16. Work with national NGOs to build their institutional reporting capacity. 17. Undertake duty travel relating to programme development and assessment and liaison with relevant counterparts. 18. Perform such other duties as may be assigned.
Desirable Qualifications: Education and Experience a) Completed university degree from accredited academic institutions, preferably in Development, Public Sciences or similar/higher degree or an equivalent combination of training and experience; b) two years of professional experience in a humanitarian and development-related sector with specific focus on project development, reporting and monitoring; c) knowledge and understanding of the Yemeni political context is preferred.

Languages Fluency in oral and written English. Working knowledge of Arabic an advantage.
