Results and lessons learned

The main results of this project will be the improvement of skills of the operators in Albanian structures for supporting of returnees, the improvement of skills and employability of the returnees, labour insertion of the returnees, 20 new micro-enterprises created by returnees Lessons learned: Information, sharing of knowledge and experiences on legal and administrative procedures and bilateral cooperation with host; albanian capacity building on implementation of relevant policies and legislation; establishing of network – focal pointsbeetwen state institutions, migratory NGO-s, academic society, CARITAS and local structures of origin country; and donors as CoE, CARITAS. Cooperation, coordiantion,transparenca, all-inclusive of actorss and operators, clear vision and in coherence with albanian policies and priorities.

Main objectives

Overall goal: the socioeconomic reintegration of Albanian returnees through their insertion on labour market or through micro-enterprises creation and Specific objectives: 1. To improve the knowledge on the problem of reinsertion of migrant returnees in Albania, and on their training and support needs , 2. To make Italian and Albanian local authorities more aware and sensitive of returnees problems , 3. To combine constraints of security with the equal-opportunity ones, 4. To enhance a fruitful and mutual decentralised co-operation between Albanian and Italian local governments , 5. To improve the skills of the staff’s human resources in social services’ for returnees , 6. To transfer know how and best practices in the field of support to labour insertion and enterprise creation to Albanian agencies, 7. To improve the professional skills of returnees and their employability, 8. To facilitate the labour insertion of returnees, 9. To support the creation of sustainable micro-enterprises



Main activities

The activities to be carried out are: 1. Context research and Needs Analysis 2. Open communication lines and establish the protocol for the information exchange about repatriations with the authorities in charge both in Italy and in Albania; 3. Define the Terms of Reference that will be followed in all cases of repatriation both in Italy and in Albania; 4. Establish the guideline for the official enquiry by the expert in Italy and Albania with the returnees;5. Define the form to be adopted in case of the returnees acceptance of the sponsorship at any of the vocational training proposed to him/her within the Project;6. Establish the operative Terms of Reference to be included into a Memorandum of Understanding to be signed by Caritas Albania and Q.S.R (NGO) with all the institutions that will be engaged as the on-the-job training venues and/or that will carry out the vocational training courses to the returnees, 7. Training to project’s staff and to the operators of Albanian social services involved in support to returnees: training of trainers, 8. Identify the training curriculum for each different vocational training course proposed; 9. Monitor the presence of each returnee to the locations chosen for the stage of the vocational training; 10. Monitor the relevant data related to a) the level of profit and b) the capacity to apprehend of each candidate sponsored to the vocational training courses; 11. Evaluate the opportunities of employment within the industrial, handycraft and commercial set up in different towns of Albania, to be proposed to the sponsored beneficiaries at the end of their courses 12. Evaluate the attitude of the sponsored beneficiaries to become self-employed managers in any of the skills subject of training or within similar or compatible environment; 13. Study and propose and carry out investments ad-hoc for the opening of small scale agricultural, handycraft or commercial business venues for the sponsored beneficiary that demonstrate the attitude to it; 14. Promote local, national and Balkan regional exchange of experiences and dialogues on migration phenomenon and cooperation about cross border management and improved legislation

Main beneficiaries

The Albanian returnees rejected or expulsed from Italy,operators working in Albanian structures focused on returnees support. The total numbers of direct beneficiaries that can be entertained on above specified technical educational, vocational and training courses or engagements are estimated to be 200 within the duration of the project. It is foreseeable that a good 40% of the beneficiaries will be female.The vocational training will be furthered for about 100 of them to the point of facilitating or sponsoring their employment with local industrial, commercial or handicraft companies.Out of above numbers it is expected that a further selection of a total of 20 participants will be made out of the project beneficiaries in order to offer them the opportunity to start small scale business activities, handicraft workshops, either as a self-employed venture or connected with other opportunities in already established businesses. Indirect beneficiaries are the components of the family groups (average 5 components per family) of the direct beneficiaries, estimated to be up to 1.000 people.At least 20 civil servants belonging to the Municipality of Rome and 80 officials of Albanian national and local institutions will be involved. 10 operators out of these 80 of these Albanian institutions will be trained together with the project local staff to learn tools and methodologies for supporting returnees and to start the building of a local network that will continue the intervention after the project’s conclusion.
