Brief description of the initiative
Facilitated by migrant associations and migration-related NGOs in the Philippines, the province of Batangas and the provincial government of Rome are in the process of signing a memorandum of understanding (MoU) to facilitate information exchange, investments promotions for remittances for local development from the Province of Rome in the Province of Batangas, study tours of officials and key staff on issues of common interest and provision of social services for migrants and families in Rome and Batangas (OFW centers, pre-departure orientations, community base reintegration programmes) between the two local governments.

In October 2012, a draft MoU was in the process of being revised. It was planned submit the MoA to the Legislative Assembly of Batangas in Nov 2012 and sign the official memorandum with the province of Rome by the end of 2012.

Main activities
A very large number of migrants from the province of Batangas work in Italy. In 2010-11, for the the project Maximizing the Gains and Minimizing the Social Cost of Overseas Migration in the Philippines, funded by the EC-UN JMDI, the Filipino NGO Athika brought together different stakeholders in the Batangas-Italy migration corridor to discuss how to better integrate Filipino workers living in Rome and other Italian localities as well as of maximizing the impact of Filipino remittances for the social development in Batangas. These stakeholders includes the local governments of Batangas and Rome, as well as several Filipino migrant organizations in Italy, namely the Italian NGO Comitato Internazionale per lo Sviluppo dei Popoli (CISP) and the Italy-based Filipino Women Council. Consultation continued between Rome and Batangas, leading to the idea of establishing a formal sister-province-partnership. The interest from the province of Batangas was increased since a multi-stakeholder Overseas Filipino Council was formed a One Stop-Shop Migration Resource Center was established.
Main beneficiaries
Filipino migrants from Batangas living in Rome and their families, as well as other people living in Batangas who will benefit from the positive effect of investment and remittances in the province.
