The International Centre for Migration Policy Development (ICMPD), an international organisation with headquarters in Vienna, Austria, and a mission in Brussels is looking for qualified candidates to fill the above-mentioned position.
The successful candidate will work as a Programme Manager with the ICMPD Brussels mission. Within the general affairs department of ICMPD, the Brussels Mission ensures on the one hand the implementation of strategic projects requiring the close coordination with interlocutors in the EU institutions. On the other hand the Brussels Mission is responsible for engaging into dialogue with key partners in Brussels, contribute to the debate on migration issues through targeted events and using ICMPD research. Furthermore, the Brussels Mission provides input to the implementation of the programmatic and strategic orientations of ICMPD’s work.
The Programme manager will supervise the core part of the projects implemented by the Brussels mission, carry out liaison functions with the European institutions and other stakeholders and will contribute to ICMPD’s policy and programme development.
Tasks and Responsibilities The selected candidate will report to the Head of the Brussels mission and perform, under his supervision, the following tasks:
Lead the design, elaboration and implementation of projects and support the implementation of assigned ICMPD projects;
Lead the project teams of the assigned projects;
Contribute to strategic programme development for the Brussels Mission and ICMPD headquarters;
Contribute to the implementation of ICMPD’s policy dimension;
Replace the Head of Mission during his absence;
Ensure project and programme management in financial and administrative terms;
Supervise and support the organisation of events;
Prepare and carry out international missions in the context of project development, implementation and monitoring;
Draft analytical and feedback notes;
Contribute to training activities;
Develop strategic relations with key stakeholders in and outside Brussels with a focus on EU institutions;
Monitor and identify project/funding opportunities;
Perform other suitable tasks as required.
Qualification and Experience
Advanced university degree in international relations, law, development, political/social science, economics, migration studies, or related fields;
A minimum of 7 years relevant professional experience at national/international level;
Work experience within the European Institutions desirable;
Strong knowledge of global migration trends and EU migration and asylum policy;
Strong knowledge of cooperation policies and financial instruments of the EU with third countries;
Proven experience in project cycle management, especially in the EU context;
Strong analytical and drafting skills:
Excellent organisational, strategic and planning skills;
Proven leadership skills and management experiences;
Ability to work with and contribute to several teams simultaneously;
Ability and willingness to take initiative and to initiate and manage processes;
Ability and willingness to work under time pressure in a fast moving environment;
Excellent interpersonal skills, including very good cross-cultural communication skills;
Advanced computer literacy (Outlook, Word, Excel, Internet research);
Proficiency in English and French; other European languages and /or Arabic, Russian an asset.
Willingness to travel regularly within and outside the EU.
