Through this project, the DFA/FSI institutionalized HIV education in the foreign service -- perhaps the only initiative of its kind in the world -- to involve foreign service personnel in HIV prevention among migrant workers. Several of those who had been trained eventually got to undertake HIV prevention outreach activities among migrant workers in various jobsites abroad. ACHIEVE also produced HIV prevention prototype training modules and materials which can be replicated by other institutions.
This project is one of the few succesful civil society-community and government collaborations in the field of migration and HIV prevention. It is important to emphasize the HIV prevention is always put within the framework of gender and human rights as often their vulnerability is most acute once their human rights are compromised or when they are subjected to gender-based violence. The project also significantly involved migrant workers living with HIV in various phases of the project.
To increase knowledge, improve attitudes and enhance skills and capacities of foreign service personnel in handling HIV and AIDS issues among migrant workers
1) Conduct of HIV education training workshops for foreign service personnel; 2) Conduct of training of trainors for HIV educators; 3) Development of prototype training modules; 4) Production of guidebook on HIV prevention among migrant workers and handling of HIV cases for foreign service personnel; 5) Production of educational video on migration and HIV for migrant workers
Primary beneficiaries for capacity building activities during the official two years of the project were around 160 foreign service personnel. Following the completion of the funding, ACHIEVE continued to undertake HIV education activities during the DFA's quarterly Pre-departure orientation seminar (PDOS) for almost 600 foreign serice personnel.
