The Director will be the legal representative and public face of the Office. She/he shall be independent in the performance of her/his duties and shall be accountable for her/his activities to the Management Board, which will consist of 26 voting members appointed by the Member States bound by the Regulation, 2 voting members appointed by the Commission, with Denmark and the Office of the
United Nations High Commissioner for Refugees (UNHCR) attending as non-voting members.
The Executive Director shall report to the European Parliament on the performance of her/his tasks when invited. The Council may invite the Executive Director to report on the performance of his/her tasks.
The Director will have a central role in setting up the Office, which shall be fully operational within one year of the entry into force of the founding Regulation. She/he will be responsible for establishing the administrative, operational and financial structures necessary for the proper operation of the Office, including the recruitment of key staff.
Once the Office is operational, the executive Director's responsibilities will include, in particular:

- developing and achieving the Office’s strategic objectives in accordance with its mission;
- the day-to-day administration of the Office, including recruitment;
- establishing the Office's work programmes, having received the opinion of the Commission;
- implementing the work programmes and decisions adopted by the Management Board;
- drafting reports on the countries of origin of asylum seekers;
- preparing the Office's draft financial regulation for adoption by the Management Board and its
implementing rules;
- preparing the Office's draft statement of estimates of revenue and expenditure and of execution of its budget;
- exercising the powers laid down in respect of Office staff;
- taking all decisions on the management of the information systems of the Office, including a country-of-origin information portal;
- taking all decisions on the management of the Office's internal structures;
- facilitating co-operation between the Office, relevant third-country authorities, international organisations and other EU bodies;
- initiating, managing and coordinating the organisation and deployment of the asylum support teams;
- being in charge of the coordination and operation of the Consultative Forum of the Office;
- interacting with the European Parliament, with a view to informing it regularly about the Office's work.

We look for Applicants should have the following qualifications:
- have a solid professional experience in an asylum office in one Member State or in a governmental department managing asylum issues;
- have the capacity to set up and effectively manage an independent European Union agency, both at strategic and at internal management level;
- have the ability to lead and motivate a large team in a European, multicultural and
multilingual environment;
- have experience of budgetary, financial and human resources management in a national, European and/or international context;
- have good and proven knowledge of Community legislation on asylum policy and solid experience with regard to its practical implementation;
- have a clear understanding of technology related to the asylum policy, including modern information technology;
- have the ability to communicate to the public and cooperate with stakeholders (European, international, national and local authorities, international organisations, etc.);
- have a thorough understanding of the EU Institutions and how they operate and interact, and of EU policies and international activities of relevance to the activities of the Office;
- be excellent in written and oral communication and negotiation skills.

Applicants must:

Applicants will be considered for the selection phase on the basis of the following formal criteria to be fulfilled by the closing date for applications:
- Nationality: Be a national of a Member State of the European Union;
- University Degree or Diploma:
Have: either a level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more, or a level of education which corresponds to completed university studies attested by a diploma and appropriate professional experience of at least one year when the normal period of university education is at least three years (this one year’s professional experience cannot be included in the post-graduate professional experience required below).
- Professional Experience: Have at least 15 years' post-graduate experience acquired after the required qualifications referred to above was obtained;
- Relevant Professional Experience: Of the 15 years of professional experience, have acquired,
at least 5 years in a domain of direct relevance to the Office's activities;
- Management Experience: Have at least 7 years of professional experience gained in a highlevel management function;

ICMC Europe is recruiting for the post of DRIVE Project Coordinator for the implementation of a new ICMC EU-funded project: Transnational NGO Cooperation in Differentiation, Refugee Identification and Vulnerability Evaluations for Referral (DRIVE). The position will be based in Brussels, Belgium, with travel in Europe.

DRIVE is a practices and policy partnership of eight national, regional and international non-governmental organisations (NGOs) collaborating with international, intergovernmental and national authorities to analyse current practices and make recommendations for better identification, protection and referral of boat people arriving in Italy, Malta, Greece and Spain.

The project aims to initiate and strengthen networking and capacity-building among NGOs, local service providers, international institutions and EU member states by promoting, on a regional level, the capacity of engaged stakeholders to identify and refer refugees and others in need of protection within mixed maritime flows (including specifically children, women and victims of trafficking, torture and trauma) to protection-sensitive processes through the elaboration of good practices, training and mechanisms for differentiation and referral.

The project offers technical assistance to ACP States and Regional Organisations to help them better understand and manage their migration flows, as well as integrate migration issues into national and regional policy, including for economic, social and cultural development, the overall aim being to capitalise on the positive effects of migration for the development of the ACP region.

In this context WYG International is currently recruiting Technical Assistants to support the project in the six ACP regions. Two Technical Assistants will be mobilised in each region, one working with the region’s mandated organisation and one working with the national institutions of two pilot countries. The Technical Assistants will also work with civil society, reinforcing its participation in policy dialogue on migration issues.

The regions and pilot countries are:

· West Africa – pilot countries: Senegal and Nigeria
· East Africa – pilot countries: Kenya and Tanzania
· Central Africa – pilot countries: Cameroon and DR Congo
· Southern Africa – pilot countries Lesotho and Angola
· Caribbean – pilot countries: Trinidad & Tobago and Haiti.
· Pacific – pilot countries: Papua New Guinea and Timor Leste

Technical Assistants should ideally have:

· Strong experience in institutional capacity building and civil society support;

· An excellent knowledge of the region in question, with experience of working with/for a regional organisation being an advantage;

· Experience in the field of migration, particularly on questions of migration and development.

The Technical Assistants will be based in: either one of the two pilot countries (with regular travel to the other), or in the country where the regional organisations has its offices. These are full time positions, based on 10.5 working months per calendar year, starting as soon as possible until the end of the project in June 2013.
